There always needs to be a crises before they (bipartisan) reign in/bail out Wall Street.
When they the regulators classify Hedge funds as market makers, and them give them the privilege to naked short a stock to more than 100% of the register, without having to locate stock for delivery at settlement, then hedge Fund/wall street greed makes a black swan event inevitable.
