Actually I totally agree your thoughts re tacit approval, just not DrM, rather leadership DAP who potentially have thrown her in front of a bus, if not under.
Even in the article Pennie linked tonight we can see the emotive challenge to DrM to over rule her on the science/economics.
In opposition these manipulators used Lynas as a tool against the Govt, now in power it is useful for factional machinations.
Yeo is not doing DrM's bidding, quite the contrary, he just got Y200Bn @ 0.65% from Japan for 10yrs, really doubt he's all that keen on trashing their RE supply chain.
IMO hijacking the review rather than making recommendations to Cabinet clearly lays down a challenge to DrM.
