That's the way I see it HKP, If they are looking at initial Capex to factor in the design to be able to increase 100kt it would only be as they have been advised/told that's what will be needed in future.

I would think that they would not take on this extra expense/risk for no reason initially unless there were some reasonably solid agreements behind closed doors.

So Heeman, it may be a risk or disappointment to you, but it also may be an indicator of what is to come...

Hopefully all will be revealed within the next month or so.
