"Word on the street is $3.00"...Would that be on Sesame Street? Did you see $3 on street view on a Google map? Or maybe you are referring to Wall Street?

Yes I am being silly, but just as silly as throwing out random price targets with no justification. Unless you have inside knowledge your target prices are as useful as a Mayan's doomsday prediction.
