NBN is not booked as an actual government expense (it creates asset, like all cap ex, it only gets booked when value of asset is written down) so it wont help. Disability scheme is a vote winner and Abbott already threw his support behind it. The last 3 wont save anywhere near the $2.7b from cutting diesel rebate, plus Abbott wants to implement many big spending initiatives. It is very hard to find extra $20b, Hockey got a mammath task in front of him. I for one am not smart enough to know where to find the money at the same time keeping the votes.
