    I am sure they will eventually have CETO 6 but at the moment they don't have any.

    If they want a micro grid in 2016 with CETO 6, they would need to be under construction now.

    I believe the link is somewhat vague as to when CETO 6 will be included in the micro grid.

    It is for that reason I believe they could use CETO 5 in the interim.

    This is my opinion.
