Just means that they are a couple of months behind schedule there and given the shipping issues another couple of months behind due to that.
Factory acceptance testing (FAT) | Medium-voltage – Power distribution | Siemens USA is done at the factory which in this case seems to be in Spain.
Once powered up onsite at Leiigh Creek is should be all systems go wrt the 1M tonne UREA project. IMHO but DYOR.
