    I think you have put your finger on the nub of it.

    Government does reflect society's morals in legislation.

    But legislation is about only those things that the government wants to enforce by force. It doesn't legislate manners or preferred behavior. Legislation is laws to be enforced.

    I argue that marriage has become meaningless in a legal sense so should therefore be removed from the legal sphere (government) and be carried on in the moral sphere (Churches or voluntary clubs).
