The cappers are in total control of the share price here. They can push it down in the closing auction with ease.
What I don't get is why the company would do business with a broker that obviously manipulates the outcome of the raise to the company's detriment (i.e., reducing the amount of cash they'll receive).
Even if it can't be proven, it's obviously happening. Why would the BOD accept it? Doesn't this behaviour tarnish the reputation of the broker?
