gcn wifi cbd is it still needed?

The whole concept of GCN WiFi was excellent for areas of the City Loop where there was no network coverage. Especially at underground stations.

Telephone companies to fix this within a year so there may not be a need
for Free Wifi. Is this why it hasn't expanded or is it because they haven't got the job done fast enough?
