Don't forget guys.. commissioning the plant, and having power connected to the town are two very different things.
The plant will also be providing power to the local site, so the plant can be commissioned and running before power lines are connected to the town.
So plant commissioning may happen at the end of April, and power to the town mid year. They aren't necessarily hand in hand.
