Gecamines is the DRC govt-run mining arm - they're currently doing a number of deals on their properties that used to produce copious amounts of minerals before the recent 'civil war' in the DRC during the last decade.
AVM was one of the first companies back into the DRC mining scene so is going to be favourably looked upon when Gecamines are looking to make deals.
Deal with AVM is supposedly on the basis of 70% AVM 30% Gecamines over a 40k tpa copper operation - AVM will be raising funds on the basis of 50% equity funds(mainly from the Nth American market) & 50% debt and the deal should be announced next month.
