Australia has done OK so far. Politicians are now blowing the whistle and so getting ready to remove some freedoms. Do you really want an authoritarian government like in China where they lock most of a city like Sydney up and stop any movement in/out of NSW?
Processes for handling a pandemic were prepared some time ago and go through a staged escalation. Australia is still early stage.
As for GEM, best to wait at this stage, I reckon. Current price is attractive but I prefer to wait and see where things end up.
