I am going to go out on a limb here and say that men are much more nonchalant about the ins, outs, wherefores and why-fores of toilets and ablutions than women. If there is no adjacent toilet, most men will head for the nearest tree. I doubt if many women are enthusiastic about sharing toilets with men - whether they are wearing a dress or not.
