The aim of the BFS is to achieve the best possible result, not to sell the farm too early (link below) and thus below value, and thus to convince potential partners/investors.
According to the marketing presentation, this process could have been completed, Paul Hardie could not only have (been) fully occupied with the BFS, but could have already held and still be holding talks and negotiations with Charles and potential partners/investors on the basis of the unofficial BFS.
GBE determines the timing of the BFS release itself and IMO it will probably be after the above mentioned and successful negotiations and not before.After all, a BFS is not a package insert for any medicine!
