good relationship with malawi is not the badest situation.

malawi tried to do everthing to make the best interest of/to themselves.

why not behind closed doors talking what is in the end necessary to erect
the facility - esp. with specially products, maybe del. by the usa (maybe
sponsored ) including an agreement to serve the other side with niob ?

everybody needs critical minerals. GBE has what is needed. Sometimes
things are going really quick, and malawi will it comes to pass that
