No Rob, I don't think that they are lying when they say they are talking to anybody who lets them thru the front door, talk is cheap.

It is the outcome of those talks that matters and people tend to check on your past achievements before they lend you any money. Sadly the first thing they will all see is Makuuta and what a drain that has been on Company funds ~ $24M not well spent and still a liability.

Only then will they look at the Future prospects and judge the likelihood of ever getting a return on any potential investment. With 5 billion shares on issue Equity is not an attractive route for them, so it comes down to Loans ~ secured against what ? certainly not Makuuta, but possibly against the Belfast business and the patents behind the IP. Which I believe last sold for just a few million.

It is not as if that IP is unique either, there are several processes that do similar things ~ Commonly used methods include chemical precipitation, ion exchange, solvent extraction, membrane separation, and adsorption, Techmet, Neo and are already refining RE's and of course the Chinese have been doing it for decades. So, the question is how much better is IXR's process over the others ? and how much saving in costs can it deliver? Answer those two questions and any potential lender will be able to estimate what those patents are worth.
