Yes China holding the cards on this one and probably don't like read appreciate Trump's bluntness and bluff especially re tariffs. They have prepared for this well by diversification. The American delegation know this and know the Chinese know etc etc. Regards actual motors as in cars the Chinese are, have become top dog now and in EVs, read the future, whereas the USA ain't got yet that ICE is history.Even the Saudis can see what's going on. Draw your own conclusions.
