Basically, its taken IXR a long time to have anything marketable, particularly with the low REE prices of recent history. Essentially, manufacturing consumers of REEs could get them at more affordable price from the market price setters and leaders, China.
As you'd be well aware, there's a bit of a trade war going on of late with tarrifs and processor restrictions from one side and REE export restrictions by the other. Who's to blame is a bit of a chicken or egg came first argument, though, and not worth pursuing here. But expect to see more tit-for-tat actions and accusations of various levels of credibility.
While there is certainly a burgeoning demand for REEs that are not Chinese, much of the talk has has been somewhat overstated in some realms and had not been supported by increased mineral prices. However, more recently, those export bans by China became more tangible and Western manufacturers who use them, like the automotive and military industries, are seeing supply shortages. A situation that the classic supply verses demand scenario will have an effect on for remaining alternative supply.
Now while you may be seeing REE share prices for some companies starting to fly recently, I suspect most of that share price improvement is the result of actual and speculated take overs that have been unfolding in the demand for sources of these REEs... with some starting to see SP price improvement due to actual improved sales off REEs.
Where IXR's SP is lagging is because its not quite ready to supply commercial quantities as yet due, for various reasons, to not yet having a commercial size manufacturing site to make products to sell.
With the general hype having just recently gone past a certain level of hyperbole into the beginnings of a legitimate crisis, one might wonder why IXRs SP hadn't taken off speculatively. This is where it can get a little controversial, so I'll try tread carefully. IXR did once enjoy a considerably better SP but, let's say, circumstances created a series of resented credit raises that didn't create improvements to most folks holdings and had a negative effect on confidence in future outcomes, even though the recycling process shows real promise. Always an issue for any company that's had a series of set backs.
The thing is, circumstances have now changed, with the aforementioned trade troubles that have coincided with IXRs recycling now being at a stage that requires full production levels of investment for infrastructure etc that would previously been considerably more difficult than it may be now. However, at the market share-investment level, perhaps past precedence has made investors cautious, as a trend of its SP would cause. Though there has been an ever so slight improvement in the SP lately, there seems to be a fair level of headway around .008c that is not currently being cleared by sufficient bids, hence my speculation about investor caution.
Knowing what i know now, i wish i had never invested in them until this point in time. It would have been the smarter point to speculate/invest at. Hindsight, eh.
Anyhow, while there's quite a lot of excitement for the future on this page, but even the most fizzing of them would admit it's going to take a fairly concrete announcement to launch the SP, as the announcements thus far demonstrably have not had sufficient gravitas to do so. For me, breaking through 1.5 cents on a steady trajectory would be a confidence booster that would keep me happy till actual production meets sales. After that, all things being equal, perhaps the SP will be more parabolic after.

This is not a paid for post, nor advice. Just an as objective of an opinion as possible from a suitability clear-eyed, dispationate investor of modest experience that lacks fanboi tendencies.
