I suspect the quietness of Tim and IXR and the delay regarding the MLA is 1) the Ugandan government in the last 6 months have had a light bulb moment and have just realised what they are sitting on, and need to form better legislation, and 2) Tim is working his butt off lining all his ducks in a row, before making a big announcement. Long time SH, waiting for the rocket to fire.
