IMO they are fully aware that time is slipping regards oil so for now they hedging their bets perhaps?, they hold HUGE funds, are as smart, also in competition with China moving forward. Another serious player that could be to our advantage on the supply or investment side. Remember these countries are Dinosaurs, they watch but play catch up, they don't need to rush.
