My understanding is that government approval is not just about the piece of paper that permits mining. The more complicated piece is the % government ownership interest / royalty. Government ownership impacts ownership structure, multi-year financial returns, investment thesis for financial and down-stream partners, etc. It is a trigger for many of the next steps on our march to production.
I prefer we get this right than get a quick decision that is a burden over the life of the mine.
