Only thing I can think, is that there is an immediate land area that needs a negotiated agreement or negotiated acquisition before mining can commence. If those negotiations don't succeed and the Gov. grants the ML, the Gov. will have to proceed with compulsory acquisition. They probably don't want to go down that path at this stage, and also to do that, the mining operation has to be "significant to the government".
The 'bush lawyers' would have a field day with 'potential significance', at this stage.
