Biden has to be seen to be doing something/read nothing in reality as there's an election in precisely one year's time. He, although almost certain to win, can not under any circumstances afford to lose or upset the gay vote or any other medium to large group.
It is an obvious and wise decision from a strategic POV and will have no bearing on IXR/REE's in Uganda, the same as oil from Saudi or others who don't approve of such activities.
Ski, of course, is in his never-ending paid for nefarious campaign, yawn....
