It will have an effect, but would the mining ministers delay based on something they aren't in charge over? I've been to Kampala for work purposes before and it's quite well established when it comes to order - (can't speak for the rest of the country) but a lot of work is done remotely now. Also just wanted to drop the fact they are trialling the new Ebola Vaccines
