I was looking at RBR back then, now that security issues have been resolved and the project is going ahead i have taken a position... the fact that the Mozambican government will mandate a local content quota of the total capital spend the bulk of local content expenditure is likely to comprise of labour-related expenses and logistics. and The company already has a database of around 110,000 local Mozambican workers, locals are expected to be employed in order to meet local content rules set by the government, RBR said significant numbers of expatriates will still be required.it seems to me that RBR has already built the database and ready to go ....
