I can confirm that these are not the only people they are talking to. I think in my update after my chat with Bahay I may have mentioned that there were about 6 on the go, 2 proposals in, one about to go in and a few others.

So, they aren't relying only on those three opportunities.

I think I made mention of the fact that what was important for PWN was having a number of opportunities at all stages of the negotiation and project lifecycle so that PWN had a continuous pipeline of opportunities and that is what Bahay and his team are doing.
