I may be wrong but I think it’s more an indication of time commitment by researchers involved, an up to date they are willing to pursue findings and report. White papers can take sometime to be completed and peer reviewed and approved for publication this could be all part of time or even if they chose to increase scope of study - anyone else know more of typical timeline protocol?
