I wouldn't write off someone's credibility because they don't do technical analysis, especially when they're a declared value investor- which is a long game. From my understanding, TA is useful for picking entry and exit points in the short term, but value investors don't try and predict the market or stocks in the short term, so TA is not required.
As far as RUL go, Gourav stated his belief in the strategy the company adopted. He's run the numbers and restated that belief recently, despite the SP being in a hole. For what it's worth (which isn't a lot) I'm reasonably confident in the numbers in the annual report being good, and the SP improving.
