I’m certainly no expert here. I assume the company will have access the rig that will do the perforation work is probably have drill bit attachment that can drill through the restriction.

SLB list a whole heap of accessories available for coiled tubing bits.
If the tool is in the hole I expect attempts to fish it out first, if not, drill through it, maybe install new casing. If that doesn’t work then the company will have to explain to shareholders the next step.
If that involves a side track, who pays?
