YES, this actually a positive for 88E. They are on state land and are not affected by this ruling.
But Conoco won't walk away and Biden and his crew will be gone soon. Next year they will lose Congress and hence won't be able to govern. Pelosi will be gone. 2-3 years is not a long time in big projects and corporations. Conoco will refile and continue the fight for approval.
The state will put great pressure on the Feds and so will many, many stakeholders all along the line.
None of this means they have a burning desire to take over 88E.
