You may want to take a deep breath and reread the announcements.
The 3% you are referring to are the variation allowance for test results for the JORC.
See the table on page 8 of the announcement from the 7th of August.
The BG confirmation announcements you mentioned do not contain any info on equipment accuracy.
(or at least I couldn't see anything whilst flying over the pages, happy to be corrected)
I very much doubt that laboratory equipment costing multiple thousands of dollars has an accuracy of less than 3%.
