Copper is faster over a shorter distance. Fibre has more bandwidth in all cases and is faster over greater distances. This is all moot as HFT isn't about ms its about getting ahead of retail (as was said) who are delayed by their brokers systems.
Only a fool would let their algo get into a loop war with another algo it's a recipe for disaster.
