In my mind, the plant was always going to be modular irrespective of the funding .One does not wait for 2 years to produce something if they can avoid it. Furthermore, when AGY started product testing with a Japanese conglomerate, there was an implied expectations that it will result in OT for stages 1 and 3. No business wastes months then to walk out despite the niche product meeting their needs.
I feel optimistic that a great deal is in the works as we haven't heard otherwise.
