Independent verification isn't "required" but from a publicity perspective, you would try to achieve it.
Much better to be able to say (for example) "We confirm achievement of industrial scale production capability having successfully produced 1 tonne of Lithium Carbonate with minimum grade of 98.5% (independently verified)."
