The market cap might be higher but it depends on the dilution required. In other words without ot partner they will have to raise money thru equity. This means more shares on issue making it harder to go up. I note that the market depth looks arwful. The usual million shares support has gone.
I expect the share price to drift lower unless ot partner found. No correlation between etf cause agy are not commerially selling anything
