People who call for the nuclear option of a board spill tend to underestimate the risks involved and assume it would have just worked out favorably. I am sure quite a few here would have criticized the inevitable SP fall that could have been faster and greater than current experience if a spill motion was used. Your comment also supposes that the DCB overhaul AND level of spending was wholly forseeable and expected.
