I asked this question and was answered in the Q&A. He said the expected anti-cancer efficacy is literally 100% based on past human trial data but he is apply a discount by saying 80%. In other words RC220 is only a reformulation to eliminate the crystallisation problem and hence the efficacy of RC110 should translate to RC220.
