We didn't know in July that we couldn't meet the deadline, we just learnt it was no longer certain because of certain factors beyond our control so we provided an updated timeline.
As for why expected deadlines can be missed, we do not control every aspect of the clinical trial process. Imagine you worked for me and are hardworking, competent and dedicated. One day I asked you to go to the cafe next door to get me a coffee 15 minutes before a very important all day meeting. You say yes knowing the cafe next door is always quiet at that time of day. When you get to the cafe you find there is a completely unexpected line 30 people long ahead of you and it takes them 20 minutes to get to your order. Should I fire you when you get back for not getting my coffee before the meeting deadline - after all you must be "incompetent", or should I understand that not everything is within your control?
As I have mentioned before, in long and complex multi-step programs certain stages will be faster or slower than expected at the outset especially when you are estimating many months in advance. The actual time of each step tends to even out if your estimation process is valid. What really matters is not if each sub-step tracks perfectly, but if the overall timeline is accurate.
I am not going to comment further on the ethics application until an ASX announcement is made as there is nothing more I can say.
