From my experience, it doesn't necessarily deter high impact journals from publishing papers that have already been released on pre-print servers like Bio Archives or Med Archives. Using these servers, a paper can be published as soon as the author/s feel it's ready for submission. From there, the author/s can then go on to submit to a high impact journal for peer review. Why would someone do this? Sometimes it's to beat the competition.
