Whilst it could be a commercial deal, it also could be publication of the MOA and other scientific papers.
I actually think it is more than likely to do with a commercial outcome. Why? I think Dr T or Dr S mentioned in a recent presentation that Dr S was working hard to get management out of the blackout. (or words to that effect)
It is generally accepted that no one at Race, including Dr S, has influence over the publishing of a scientific paper. Dr S would, however, have complete influence on a commercial negotiation. ...and success of the commercial negotiation could be tied to a milestone to be achieved by Race, such as initial trial results proving RC220 acts the same in humans as did RC110, or is safe to use.
Regardless, the suggestion/expectation is the blackout will end this calendar year.
