I think they could out-enrol Australia, but only if the trial design allows it. Most trials set country-specific caps to keep the numbers balanced. It’s a common practice to avoid one country dominating the recruitment figures, unless the intention is to get more participants specifially from that country (maybe for specific things like FDA approvals etc).
