I'm not sure.
like anything regulated, if the timeframes are "up to", I think we should make the assumption that it'll always be at the end of that "up to". At least if it's earlier, we are all pleasantly surprised rather than disgruntled.
I feel Race should probably push our their expected timelines, so that investors are less pushy about news. If these blocks end at a certain time, people seem to get restless and believe something must be wrong when news is not released, which is completely understandable. Under promise and over deliver.
