Yes, what you state could happen, in that trading could occur upto or even above an offer price. But I suggest that the buyer might well be the entity making the offer.
They then have accumulated a sizeable holding which may be suuficient to get a slightly higher offer accepted.
Although I cannot quote instances of this happening, I do believe that it is possible.
