Well, we will probably soon see some action. Not is early November already over, but is also VEC's bank account dry as the Sahara.
The deal will either crash hard or they're gonna start figuring things out. My guess is that the issues are probably political and this could be actually from either side. DRC could try to negotiate a bigger piece of the cake or VEC eventually tries to prolong stuff to see how some political changes pan out. After all the government was supposed to have a presidential election this year (the guy doesn't wanna step down).
