No prior notification but just noticed this morning that my Telstra voicemail seems to have been upgraded. Instead of just getting the usual "You have voicemail" text (and btw, since leaving corporate life I get very few voicemails) and having to click through to the service I now get a list of who's called with the recording attached and can play the ones I want and simply swipe left and delete the ones I don't.
No transcription but I can block numbers directly from the list if they turn out to be spam.
Why, you may ask, is this relative to the NOR discussion? Well for one thing when Australia's largest mobile carrier deems it not worth the bother to make a fuss about a voicemail upgrade then you might conclude they don't put a lot of weight on the service. From that you might conclude that they wouldn't want to spend too much on it either.
The other thing I thought relative is that the upgrade is native to my iPhone, I don't have to open an additional app which for me is a major feature.
