Occums Razor in this case would be Norwood are overstating and selectively describing their relationship with Meta.

There is limited advertising, lead chasing, product development, proposal building etc you can do with bugger all cash in the bank, falling revenue and decreasing expenditure. Gotta spend money to make money and Norwood have access to little.
