Words according to Apsec. Reading between the lines, they didn't expect to still be holding.
Or said differently, when Apsec were buying in December 2015 at $1.38, their analysis was wrong. But rather than admit the mistake, they kept going all through the other product pivots and subsequent commercial failure.
But somehow, by reading their report and their increased buying, they, and by extension NOR. is right this time.

PS I can only laugh when someone equates a bearish view with supporting research as "trolling". Meanwhile, I've seen little in the way of research to support any bullish thesis other than dissecting who has reserved the deckchairs on the Titanic aka Top Holder lists on a dog stock
