You are probably right re: oppies as part of the next CR. NOR's biggest bagholder loves oppies. No, not that bagholder, Apsec, who have deployed OPM, compounding losses since 2015 and in doing so have ensured their fund has under-performed against their benchmark.
How do I know Apsec loves oppies? They stated it WRT NOR in their November report. I think they spun it as a positive. But who knows for sure. Imo, their analysis of NOR was basic at best. Probably why they have continued to chase losses.
And PO will want Apsec's support... so oppies it is. Furthermore, it seems some here think NOR oppies can be traded and yet their volumes are thinner than heads.
