Hi CHB, thanks for your research, typing on my phone from the middle of the pacific there is one aspect which I haven't seen raised.
For some reasons and I remember back then there was some explanation about cost versus sales price in a very different market, but the pilot plant never delivered the 500 TPA it was designed for even after the market went through the roof so to speak.
What I think and I hope I am wrong, what may have happened is that they may have had to multipass of the product through the system to reach battery grade which could explain the lower output.
If this was the case, the simple answer would be to duplicate the lines in the 2000 TPA plant and could explain the delay as well.
Not having more details of the process, one can analyse as much as we want but at the end Pablo is the man who has done it before and whith whom we await the news.
One aspect of the present situation which put my mind at ease is that even if Pablo could not reach this 99.5% we would still get a very high price for our product.
